1999 Delaware State Quarter Over 1998 Or Re-Used Dies?

Hi yall! I have a 1999 quarter that you can see Washington's head in the opposite direction on the obverse of the coin and an eagle on the reverse of the coin my question is, is this a result of re-used Dies? Or is it struck over a 1998? I'm asking because I would think that they would keep Washington's head in the same direction on the obverse However I know machines do it so is that why? Also I assumed since the State Quarter program was such a big deal I thought they would use new dies. I tried to take good pictures but the coin is warn so hopefully you can see what I'm talking about.. thanks everyone.

My eyes are admittedly getting old but I don't see what you're describing.

The U.S. coins are all rotated 180 degrees on their coins. Other countries use medal alignment. So you maybe seeing normal coins. Hard to tell when you post more than one coin which one your are talking about. Most people use images taken in a mirror:
Normal obverse die alignment:

Need better images, maybe use a mirror as described above to help illustrate your coin and what you are seeing.

All I see is a normal coin. Might be a case of Pareidolia.
