Looks like some sort of foreign substance on the coin.

I don't see how that could happen during the striking of the coin.
It is PMD, not an error.

Need to see the reverse of this coin if you please. Not sure, given the small size of the image, it is hard to really tell what happened to it. In addition the the reverse, nee a larger of the obverse too. nice an clear if you are able.

It does look like a foreign substance in the front, but it will be nice to see a pic of the reverse too.

Full(er), large and sharp pics might tell us more. Leaning toward a foreign substance, but can't say for certain.

Perhaps an epoxy glue affect. (Can't be seen through like Elmer's glue)
