But to me I feel this is a struck through debris issue from its own planchet. It almost falls over the edge, making me think it is not a lamination, but is a struck through debris. But attached to the coin from the edge of the rim. That would be prestrike that affected that area. Maybe a post strike damage the planchet while entering the chamber.
