Appears to be a lamination on "WE" of the motto

Hard to tell from weight, as there is not much weight that could be affected. But to me I feel this is a struck through debris issue from its own planchet. It almost falls over the edge, making me think it is not a lamination, but is a struck through debris. But attached to the coin from the edge of the rim. That would be prestrike that affected that area. Maybe a post strike damage the planchet while entering the chamber. Then struck to the new location and now moved, but still attached.
