I see F15 and very attractive.

Obverse VF-20, reverse VF-25. It's either a VF-20 with a bean or an eye appeal adjustment to VF-25. Really nice coin

While I can see NGC calling this VF, I'd have to say F15. Great looking piece.

Fine 15 and PQ for what it is .
In my opinion just a touch too flat
to be VF . That said it would not surprise in a 20
Holder .
