Seems to me that if this is a Struck Through Grease defect that it would have taken the L with it. No?

Looks like a Struck Through Grease to me.
It is only the letters where the cavity is grease filled that is affected.
In this case it was only the I and B.

I'm thinking grease filled, unless someone went through considerable trouble to carefully remove the letters (now missing) and 'refinish' the coin's surface in that area.

Greaser, I thought so but the fact that it didn't take the L threw me.

Sometimes when the mint worker cleans the die they move the grease that collects on the die. This wiping action sometimes just pushes it into the cavities of the devices, and the L being so close to the rim got a good cleaning.
