It looks like heat damage which causes the surface of the coin to swell. Do not hold coins in your hand when taking photos. Always lay them on a flat surface.
Seeing both sides of the coin would be more helpful. If the reverse looked the same as the obverse, it is a bubble in the coin from heat applied to the coin. The coin was normal, so it is not a mint error. It was altered post strike.
