Seeing the 'bluing' color in the depths of this thing, tells me that something hot was pressed into the CENT and displacing the metal. It looks most to me like mechanical damage, such as impacts to a flat head screwdriver or, if those gouges are matched, then perhaps gripping with wire cutters. If the marks are incuse (below the fields) then it is damage into the coin and will be normal weight. 3. These can't be mint errors, because this could not happen during a normal strike.
