Your CENT looks like it has had something adhered to it.
For what purpose I don't know but it certainly didn't happen
during the striking of the coin so it is not an error.

Are those features raised, or sunken (incuse)?

The features look incuse for the most part with a wave of metal welling up on the field on the 'north' side of this. Seeing the 'bluing' color in the depths of this thing, tells me that something hot was pressed into the CENT and displacing the metal. It looks to me that somebody tried to create an error by doing this, but it is just PMD.

You can tell that the thing is incused by seeing that the direction of the light is coming in from the south.

I agree with JimmyD and Dearborn, something added to this makes it post mint damage.

@kev, first welcome to CCF. I agree with the others that this is not a mint error. It looks most to me like mechanical damage, such as impacts to a flat head screwdriver or, if those gouges are matched, then perhaps gripping with wire cutters.

Well, wire cutter couldn't be it as the dent doesn't reach the rim, but maybe 'flush cutter' might do it.

1. If the coin is heavy, then it was added to the coin.
2. If the marks are incuse (below the fields) then it is damage into the coin and will be normal weight.
3. These can't be mint errors, because this could not happen during a normal strike.
