Appears to be an Off Center or Elliptical Strike? The Coin has a slightly oversized/oval appearance near the letters In God We Trust and Liberty but the weight is normal. The letters of America are cut off at the top portions and some other portions of the letters are removed at the bottoms. A portion of the Coin at the One Cent Letters on the Reverse is also lifted after the Strike. Any thoughts? Thanks.

It looks like an off center strike and a partial collar.

Nice find not much value but who cares on a downright cool, scarce example like yours. Myself I think these are better and more desirable than the major off center strikes that Ballon all over every direction of the compass. Ya gotta go through a lot of bank boxes to find an example this nice. Give it a gentle soak in pure acetone overnight let it dry then 2x2 safe flip it.

Looks legit to me, and with devices falling off the edge, it is a desirable find. Well done @per.

I feel this is an out of collar strike, so it is just an off center. Note there is not rim on either side of the coin. On a partial collar you could see some rim showing:

Note the rim? That is where the coin was in the collar. Where it is out of the collar, you can see the planchet was not contained in the collar.

I see no evidence of a rim on the OP's coin.

The OP's 1983 cent is an off-center strike with a strong collar scar. It would be incorrect to call it a partial collar error.
