Front and back both have the same issue where it seems that the outer edge has an extra layer than the middle area. Wondering if this is normal wear or a type of error. Thanks for looking!

Mercury planchets are not layered, they are 90% silver. Looks like it may be a stain on both sides.

Just a slight staining on the surface of the coin. Best to leave it intact. There can be a shadow of a die clash on the reverse during a clash:    But the coin may have been rinsed and put way in a roll of coins, thus the residue you see?

A stain, or maybe sprayed on clear lacquer/varnish, Try a pure acetone soak to see if it comes off.

Staining/residue remaining after 'the substance' evaporated--perhaps. I've seen similar looking coins (quarters, dimes, cents, etc.) over the many years.

Me I will pronounce better after see a close up on the borders of what the others say staining. IMO I see an exfoliated planchet.
Please provide a close-up photos if it is possible of the border of the lines. Almost in the part od the "D dot S" and "F dot A" Thanks.

May have been "coated" at one point with something like glue that has now mostly worn off. John1

I agree, some sort of clear additive to the obverse and reverse. Not an error coin.
