a desktop helps me out in a huge way, I rarely post from my phone - it's just too hard.
I'll try to post up your picture again but it wont be perfect as enlarging it can cause distortions.

Whatever the cause, it is not an error.
Hard to tell from photo if it is damage or circulation wear.

Some designs are from swollen working hubs. Some some of the dies will look like yours as the die itself ages. Note the graded example on PCGS:

Note on of the examples there is showing Grease Fill on the die, thus the devices were weaker on that coin. But pretty much normal from what I can see on your coin. As the dies age, the devices move even closer to the rim area. Note the eagle distortion on your coin? Another sign of extreme die aging.
