Looks like a typical nasty damaged Zincoln, which the US MInt has been shoving out by the billions for 40 years now. Our one cent pieces rank at the absolute bottom of of the quality list of any and all coins minted anywhere in the world since time began. Appalling.
Certainly post-strike damage. I've seen many similar over the years. I'm thinking Dryer Coin. Note, not all Dryer Coins degrade in exactly the same manner--many times the rim will be flared, sometimes not.
