For me this coin is 8 to 12. the eagle body has no feathers, Left wing disappear on the coin field. UNUM almost reach the bottom. This was the Reverse. On the Observe, the president lost almost all the hairs and the IGWT very hard to read. Those are major factors to grad an quarter. It is an 11$ coin at max. Hope the dealer will make you better. Not to much silver to cover the price.
