It does look like a very minor die clash. John1

I see some clashing on obverse and some trace clashing on reverse. Minor, but nice find.

I am far from my office to put here the extract from the mint report. In 1985 they reuse the Master Die, because they prepare for the new Hubs of 1987 design, so this result in more polish etc. In same time in 1987 they change many presses to be able to keep the production at the required level ask by the Treasury Department, which result in one of the worst year strikes in the history of the Dimes. they just strike without regarding to much to the quality. This coin is one of them, poor strike or low strike, depending how you want to say. Is not an error or variety.

Very cool find! The flames of the torch are really strong, the mint worker missed that. You can see part of the leaves in front of the face. On the reverse, the base of the bust still shows well.

@Makecents: Nice photos presented and very interesting. But!!!:
You show the lips. No Overlay on this region. Second: Where the neck start, only the small flame can be, not the others. Third: If it is clash, the high of the original strike will be push down, which I do not see.
When I see your response this is die clash, small or big do not matter I was happy to see one. On the book I wrote for Dimes for this year I have already 7 pages of different varieties, and I say this will be the first one see like this, but in my perception it is not.
Me I see an aged Die who was re-polish, and make the marks on. they re-polish just to take out the much was possible but the missing parts of the die was to deep.Look at the lines in the design, characteristic for a re-polish a Die.

silviosi, the clash is rotated clockwise and can do nothing more to help you, if you still do not see it.
