on my 1948 S penny it has a rainbow tint to it does it add any premium to it and what cause it to turn red yellow and purple/ish

Copper can turn many colours when exposed to certain elements.
Yours is just corrosion and adds no value.

its not paint its a tint its probably corrosion like jimmy D said

May have spend some time in most soil. Copper is a reactive metal and (of course) reacts when exposed to various environmental agents. Suggest giving the coin a long soak in 100% acetone--might reduce some if the unsightly gunk (and leave the toning).

It's a very bad environmental issue with this coin . Not a rainbow tone by any means . Your Lincoln Cent is worth about one or Two Cents .

Some toning is caused by the packaging. (Matte proofs are often with nice colors) Other times they can defeat the look on the coins. So it is the nicer colors that are better.

The toning you see today may not be the same tomorrow. Many consider toning damage. If you like the CENT, keep it, but you'll not get rich from it. To each their own.
