trueview grade MS65RB. real grade MS64RB. scratch on the temple and a few small hits on the cheekbone. reverse scratch through the left stalk

It may not have been artificially toned, but I suspect it's been intentionally put in an environment that caused it to rainbow tone.
I'm interested to see what PCGS said.

Now that's a toner! I think the toning bumps it one but PCGS could have said 64.
