@ray, first welcome to CCF. Second, rather than a mint error, it looks to me like the rim has been folded over a bit over the last 50 years of circulation for this nickel.

If smaller than a normal nickel, it may have gone through a spin n the dryer. It alters the rims by pushing them inwards. The longer the ride, the more damage happens to the coin.
