I am going to assume you meant to say cent rather than nickel so if there are dots all over the cent then it is probably zinc dust. But I can not see the cent clearly.
I see roller lines from the process of rolling out the zinc used for the core and the surfaces may have been splattered with some type of corrosive chemical. The spots look slightly green in color, which makes me think something acidic has attacked the copper plating.
