Its not a rotation issue of the mintmark. It is the punching of two separate mintmarks that show on the mintmark, that makes it a RPM. Note how the mintmarks are showing two punching on mintmark area.

Where is was hand punched Into the dies. There is a Rotated RPM, but the angle of the mintmark is not what a Rotated RPM is about.

Note the mintmark is showing titled serifs on this RPM, but note the arrow. When you see this, it is called a rotated mintmark. Your coin appears normal. The area SE looks like metal flow. On the listings on the V.V site, all the RPMs are above the fields from the punching inwards on the die. (raised on the coin) On your coin, you are seeing metal movement on the fields.
