There was an article in Coin World about a year ago, about these, by Ken Potter, http://koinpro.tripod.com/ If you don't read Coin World, he writes a column for them. He was going to research them, and don't think he has an answer yet. Hope this helps.
My belief is that this has to do with the very odd die wear that 1943 dies suffered. This ONLY happened in 1943, it happened at all three mints, and it is common. Kinda rounds things down a little.
