32pr is the series number they assigned to proof Roosevelt dimes in their system.
I believe 22 is the order in which the 1974S appears in the set as they see it.
95252 is the coin ID number for a DCAM 1974S proof dime.
69 is the grade.
72701437 is the invoice number on which the coin was submitted to them.

Basically it's all stuff that's included in the bar code (if the label has one) they can scan and see who submitted it, when it was submitted, who graded it, whether the invoice was paid, etc., etc.

Not precisely, but you can use SampleSlabs to figure out a date range

The 95252 is the PCGS Coin # for that year/denomination

the .69 is the grade

The 72701437 is the unique Certification # for that particular Coin
and can be researched at http://www.pcgs.com/cert/

Close but PCGS does not use the invoice#, NGC does. The PCGS computer randomly assigns a block of numbers for submissions each day and then numbers are assigned sequentially in that block. If the number of coins exceeds the block size another block is assigned. The computer keeps track to make sure that no number is used twice.
