I believe I'm seeing Die Deterioration Doubling. Others will be along to chime-in.

yep, DDD it is. Notice how the apparent doubling leads off the the rims all the way around. Hub doubling won't appear like this.

Also, the weakness on the rev is because this feature is directly opposite Abe's shoulder and more of the metal flows there with not quite enough to completely fill out these letters. It is very common on Lincoln Memorial cents.
