Slight Machine Doubling. Also seen on the date. How to tell for sure? Look at the center of the mintmark. If it were a RPM, then you would see that area showing the same as an east RPM:

On your coin, the center is not affected like the East is. (Note the vertical line on the center the mintmark on the RPM?) Your doesn't have this line. Just slight Machine Doubling.

I'm not seeing it here. The upright of the weaker punch is missing from the center of the main mint mark. Your coin also shows the D as shifted to the East, slightly under the 9.

This looks more like a bit of Die Deterioration or Machine Doubling as coop noted, showing on the mint mark.
