I've seen this appearance on wheat cents over my decades of cent searching--probably a few dozen instances. Not a doubled die. Could be an early stage Dryer Coin.

I do not think it is a Dryer Coin,the edge and rim are fully intact.

Never tried this, but it looks like the devices may have seen flattened with a vise between two pieces of leather. (I don't have access to this, but someone might test my theory to see if this happens. (Image before and after alteration) We see these a lot here. But with the devices enlarged, they look smushed?
