Through the years, the master hub was altered to enhance the design on the outer edge of the bust. Die polishing and die wear also affect this area. How? The edge will be weaken making the sharpness of the field and bust flowing into each other. That is what you are seeing on your coin on that area. The polisher may have dipped into the void of the die, removing the outside edge of the bust on that area. This area is never part of the doubled die. Only the raised areas on the coins are the doubled dies. (The dies are negatives, so that area is polished will remove crispness of the die) Thus the coin will show a weakened area between the fields and bust.

DDO, the affect of the doubled die, shows only on the devices deeper into the design die with the hub doubling. Note the nose and the mouth and eyelid. So that outer edge of the devices will not be affected on a doubled die.
Channeling: What is that?During the 1940's they used to engrave around the bust to strengthen the design on bust area. This would leave a mark on the outside edge of the bust. This is not a premium and didn't last long on the master hub. But it was done to enhance that edge of the bust:


During the 1960's they enhanced the neck on some of the working hubs, so they appear on some, and not on all.

So this can appear/not appear on cents. No premium for this alteration on the hub as it was an alteration of the hubs. (Not die doubling from the working hub)
So what you have is probably as I mentioned, just die polishing that tipped into the hub design on that area.

Does the mint alter dies? What areas are affected? yes. die polishing to remove damage, enhancement to strengthen weaken design areas. these are not doubled dies, as it is weakening of the die design. a doubled die will be seen on the first coin struck by that doubled die.
