Would you call this shape on the reverse, under the E and T of one cent an error? What would we call this?

It is just a stain that wasn't on there when the
coin was struck, not an error.

Given the images posted, it appears the coin may (may...) have been plated. A photo taken using natural, diffused lighting might tell us more.

Looks like the coin was plated. So the issue not the coin, but the plating. Just a Wheat cent now post plating.
