If this is it must be one of a kind and a hard find with info not given specific but a coin in circulation found that's crazy it's a light light blue if your holding it you see it but the pictures almost make it look normal but I tried to get the best pictures I could hope they are resized ok

I can take more pictures if you would like if so just ask and I will wish I could show you the color it's light like see threw very transparent I can explain it better than the camera shows that's the weird thing

Just a normal coin with some toning/staining/color alteration. Just check the weight to see if it matches:
2003-Arkansas-Experimental-Quarter
5.67 grams is normal for a clad quarter.

You could be right but holding this coin is a different story the pictures you can't see this blue that I explain it's very different then toned coins iv seen it's a solid blue on the front even perfect on the sides and meet a copper on the side this coin weighs what a normal quarter weighs 5.6-5.7g it's just easier to explain or see with your eyes it really looks like a regular quarter in those pictures

The coin on the back is a little dirty but this blueish green color is in the gold very lightly but that's hard to see also but the front isent a green it's like a blue almost like dye idk how to better explain it thank you tho if ever need other pictures just let me know have a good day

Your coin looks to be number 1 in the list of Dirty Dozen Damages:

1) discoloration - stains from coffee, or environmental damage from being buried, heated, etc.
2) scrapes over much of the coin - damage from sliding on pavement, a parking lot coin
3) coin bent or edges not round - it has been smashed with a hammer
4) coin blank on all or most of one side - someone sanded it down
5) mirrored lettering - a vise job, a coin squeezed against another in a vise
6) rough, pebbly surfaces - coin that received an acid bath
7) smooth rims, smaller diameter - has been trapped rolling inside a dryer, a " Dryer Coin"
8) clear mounds on coin - glue that has dried transparently
9) small indentations in the shape of the letter D - marks left by the impact of the reeded edge of another coin
10) large blisters - coin exposed to high heat, such as in a campfire
11) shapes, often letters or numbers, not indented or raised - Pareidolia (like animal shapes in a cloud)
12) a circular scrape just inside the rim - " Ring of Death" caused by a coin rolling machine

Don't despair! Error coins remain ready to find from circulation, but they are outnumbered by unusual looking coins that merely have been damaged. If you can imagine a way to charge an undamaged coin into one like you see, that's probably exactly what happened to it. Changes to a coin after it leaves the mint's striking chamber are considered post mint damage, or PMD, and have no premium value.

Looks like Enviromental toning. Keep if you like but it is not an error or variety. Value 25¢

If I'm not mistaken, the experimental planchet State Quarters were only '99 & '00, so it doesn't make sense that your '03 would be one. I have to agree w/ the others, its most likely environmental staining/toning, but.... if it were my coin, I'd be curious as to the weight & see if it matches the chart coop supplied.

The only experimental planchet know for Quarters was in 1999 5 states. The alloy contain Manganese and the coins are very vivid light yellow color.

I see here more and more posts with the title Experimental. I do not know from where is coming this appellation for all those years and different kind of coins. I presume must be a flu flu You Toube around this and put in dilemma the peoples.

Just a normal quarter, coins can tone any number of different colors depending on what they come in contact with.

Environmental toning/tarnishing/discolouration. Otherwise normal looking quarter.
