I have an oddly colored quarter, is this normal? Is there any significance to this?

That golden color is most likely surface toning, which doesn't add to the value.

Set one in the sun for a few days and another in your shed, see what happens.

The quarters would all be the same colour when they left the mint.
Discolouration can happen in numerous ways afterwards.

If it continues to tone a nice golden color, it will add to the value to those who collect toned coins.

The clad will color yellowish. This it is the first step to toning, depending of the environment. Some time we mistake this with wrong annealing which it is far from.

Environmental toning/tarnishing it perhaps even plating. All of which are post mint damage. No errors, no premium.

If a 'P' mint, then it was probably from an area where there is a higher content of sulfur in the air there?

I find those are somewhat common on the State Quarters for some reason. They do look nice and I usually set mine off to the side just for the heck of it.
