On a 1969-S doubled die, doubling on LIBERTY is unmistakable. This is likely just MD, though hard to tell without seeing the entire coin.

Looks like MD to me and I think it is most likely a memorial not a wheat.

Machine Doubling.

Always show us the entire coin, both sides, thanks. If it means waiting on a new camera, then wait, but most phone cameras can photograph the complete coin.
