Something is going on at the L of LIBERTY and also just opposite the coin on the reverse. The weight is within tolerance at 3.07 grams. Maybe just damage but came from an uncirculated roll (at least it was advertised as uncirculated).

I would think if it was an incomplete planchet, the L would be falling off the edge. Looks like the L has been cut. PDM.

My gut said PMD but this came from a minty fresh OBW roll? If so, that greatly reduces the probability that it's PMD. It doesn't look like any type of counter damage I've seen either. Hard to tell fully with the given pictures - but this coin appears to be mint state? Do you know if the coin was at the end of a roll? All these factors are important and help reduce the probability of PMD.

The way the reverse is neatly folded over to look like a Cud made me start to change my mind. It could be the start of a die break or a chunk of debris (struck through). Both sides of the coin appear affected and seem to correspond. I'm no error expert but I wouldn't be so quick to toss this in the reject pile.

I am thinking PSD not PMD.Damage happened inside the mint after minting.

But on a different note that mint mark sure looks like it is inverted to me worth checking out

Even a coin toss, hitting the ground on cement can damage a coin.
