There are two dates on this LWC (1921 and 1950 something) and a totally separate question was any ideas as to what the symbols might mean?

They kind of look like hallmark punches, but the double/triple-dated coin itself is beyond me.

Weight? Could it be multiple coins pressed together during the creation process? 1995 would be zinc, so I would expect to see some silvery metal shining through...

If you look at it just the right way, looks like a 1595

That is VERY strange, looks like 2 coins pressed together.

The marks are hallmarks. "EP" in an oval is stamped onto electroplated nickel-silver items. The ampersand is, well, an ampersand. Can't tell what the other stamps might be; the "snake" might just be a backwards "S", which seems likely given that everything else is backwards.
That the "EP" and ampersand are backwards, is curious. The engraving on the punch should be backwards (like a coin die), making the stamped image read correctly. That it is backwards on the stamped image might indicate somebody - a counterfeiter - trying to make their own fake hallmark stamps, not realising they need to engrave them backwards.
As for the apparent multiple-striking, the clear indication that somebody was using this coin as a piece of scrap metal to test their punches, tells me that whatever caused it, also was as a result of getting used as a piece of test scrap metal, and that it didn't come out of the mint looking like that, in 1921, or 195x, or 1995. (the "second date" reads "9595", so whatever stamped it, stamped it twice).

Do you have this coin in hand, or was the picture taken off the Internet? Because frankly, it would make much more sense if this entire picture was mirror-imaged. Then the hallmark stamps would be right-way around, and the multiple coin impressions would be backwards. That would make the coin not even an actual penny, but a blank penny-sized brass disk that's had several pennies squeezed into it.

I'm betting on the reverse is all kinds of beat up. (Can you post up the reverse?) I'm counting as many as 6 'Libertys' on it.

Here is the reverse. As for the weight, went to use my scale and the batteries were dead so need to pick some up. I'm pretty sure that the weight is correct for one coin. But I will weigh and post.
