First off, these have absolutely nothing to do with the Mint. This series and serial number range is for a printing from the Bureau of Engraving and Printing reserved for uncut sheets typically sold to collectors. Someone took a sheet and tore it into individual notes.

Yes some uncut sheets did not conform to the 99xxxxxx serial numbering.and as mentioned by steve this is one of them. This just means when its from an uncut sheet it was far more likely to be an after the mint error than something that happened during the printing at the mint. Sometimes you will also find people who buy these sheets and cut them to look like a cutting error so its a good idea to know what serial ranges came from uncut sheets if you are buying non graded cutting error notes or find some. http://www.uspapermoney.info/general/uncut.html

You could probably take a pair of scissors and clean up some of the edges. At this point, any improvement is encouraged.

I always learn something new on this forum.  Quote: you all are my lazy way to get info, instead of me doing the research myself. And the good folks at the CCF will always remain friendly and ready to help. Just know that by taking this approach you are shorting yourself from gaining the knowledge you could use as a serious collector - if that is indeed what you aspire to be. SteveinTampa did not gain his knowledge without some serious work on his own behalf.
