My thoughts are one, someone wants a bad 1799 for some reason or two, bidders didn't believe the TPG.
Listing was removed after spirited bidding and a lot of time left:

Not a lot to go on but may be an altered 1798 S-179; often used to mimic a 1799...

The bidders on the coin are looking for an inexpensive1799 hole filler, and it appears that they are fine with a altered date that is a genuine Draped Bust Cent.

Does NGC handle a counterfeits the same way as an altered date by taking the photovisionplus photo, listing the counterfeit in the cert look up?

Seems like an expensive way to fake-fill a hole but maybe. Bidders too dumb to read the listing, bidders thinking NGC is wrong, or people looking to cash in by scamming someone else with it. Knowing ebay I suspect the latter.
