Because the toning seems to be on the tops of devices, they may considered it Questionable Color. I've seen coins that clearly came from albums that were graded both ways. If someone has a detailed criteria of how they determine Questionable CoIor I'd love to see it. I think its a crap shoot. Personally, like the coloring!

I think that it's just a bonus, when you get a variety, where the coin looks this nice. Congrats on the find, regardless of how it grades!  I never noticed the clashing, that's still showing on the obverse, on this variety. Of course I'm not used to seeing them in this condition either.

I do like that toning. I've opened many bank/commercial coin service solid date paper rolls from the early 60s to mid 70s, and some have had multiple toned coins exactly like this one

Love this one and don't think the color will be an issue but the deep nick over the ear might be another story on getting to 65. I'm with Makescents about the color being an advantage. Sometimes they seem to be a little more forgiving on nice sought after varieties.
Words of encouragement are one of the major food groups. We need to consume them regularly to thrive and grow.

Thanks folks! I do really like the color of the toning and it looks even better in hand. Probably worth sending it in with my next submission and taking the chance. I agree that it would be really nice if PCGS would put out some clear and complete guidelines on what they consider questionable color along with altered surfaces. A page of images of coins they didn't like and why would help a lot for knowing if a coin may grade straight or not. Yet I know at least half a dozen people who have submitted the same coin a second or third time and ended up with a coin that originally graded QC ending up grading straight.
