Regardless how it happened, it is now a damaged coin. Not a plus for the coin.

it is not a mint error - it looks like someone took a coarse file and worked the perimeter of the coin with it

Ask yourself, how could this happen during the striking of the coin.
If you know the minting process, you would know there is no way
so that means that it has to be damage.
