Since these appear depressed into the coin, I vote post-mint damage. They would be dramatic gouges if these features were raised and could carry some value.

sure looks like damage - either intentional or accidental, or even from circulation. Is is anybody's guess

Been the first quarter to see the low surface damage on this part and also the form of I will opt for PMD. On this part of the coin I saw before Clashes but as this one never and do not fit with designs.
