This is one of two different things, and I cannot tell which one from the quality of the images.
It's either an improper alloy mixture that caused the streaking (common on earlier wheats, somewhat less common on later coins), or it's damage from a rubber wheel in a counting and sorting machine. Since I don't see any of the black skid marks common tot he latter, I would go with the former and say it's probably a metal mixture issue. They can go for up to $5 or so to the right buyer, but to most people the streaks don't affect the value of the coin.
