PMD of some sort, no way for that to happen during the striking of the coin.

Post mint damage and the coin is now referred to as a cull.

Sadly, I saw this coin on ebay. One of hundreds of cull coins sold as 'errors'. This one might be worth $1 just because of the age.

It doesn't appear to be a C/N, assuming this is Bronze (Variety 3) I'd say you have a $2 Cull.
