from what is visible, looks like acid damage

Looking at the the bubble in front of the face, that would be caused by heat damage.

So Heat damage makes sense, question is if it pre or post heat damage

It really does not matter how or when the damage occurred - it did not leave the mint that way. Value is 25 cents.

No such thing as pre heat damage. It is just damage.

Your coin is PMD from heat. Best to post obverse and reverse photos along with one or two close ups where and when needed.

Any damage to a coin, ruins the collectable value. Just spenders.
