Hard to tell from these pics but just looks like extreme Die Deterioration.

Here another clip of top of the reverse Ill have more pictures later and better ones getting used to the new editor sorry they aren't crystal clear was eager to figure out what this is called. I assumed some sort of dye deterioration but the tops of the lettering are round perfect doubling (not sure which class of it lol) Its just crazy never seen anything like it before and the building itself definitely is doubled around the windows and frame etc just like on Variety Vista just nothing for this date. Thanks again all

taking a wild guess on these extreme close up images without a full coin image to get a good perspective - I'll just guess a very worn die created this coin here.

that sort of distortion is usually due to Die Deterioration

I've seen enough. It is VLDS die state. Always a spender.
