1979 Susan B Anthony "Filled D" Still Sealed In Souvenir Set

Upon examining a newly acquired 1979 Dollar Souvenir Set and the coin from the Denver Mint is very odd, at first glance I thought it looked circulated but the cellophane seems to be intact and unaltered. Under magnification I can see that the mint mark is swollen, the surface of the coin has an orange peel look rather than smooth, around the edges seems to be "extra" material, the FG is smeared like this "extra" material, and the Reverse side appears to have a sunken circle around the eagle aligned with Susan's head from the obverse. It is difficult to get pictures to show this, and the glare is hard to avoid with it still being wrapped in the OGP, doing my best on the pics. Do you know what causes this kind of error?

As I recall, the sets were packaged with business strikes. You should expect to see similar markings and deficiencies that you would see if you went to a bank at that time and bought a new roll of them. Someone will be along to detail the specific condition you are seeing.

Not an error, that is Die Deterioration caused by a worn die.
The mint mark has a broken post, not uncommon on D and P mm.
I don't know why the mint would use coins from a worn die for their sets.

Wow... those "Carter quarters" look like they've been around the block a few times!

We complain about QC these days, but yikes.

I have some of those 1980 souvenir sets and they are pretty terrible quality.

Not sure which company sealed this coin in the cello, but they could have found a much better one for this.
Also- it is the 1979 and 1981 S proof 'clear S' are the more collectible ones you want. There were 2 MM's these 2 years, the filed S and the clear S.
