No sorry but those rim nicks are damage. When the dies that strike coins are gouged then there is a raised bump on the coins.

If it was a Die Gouge, it would be raised on the coin.
Yours is incuse so it has taken a hit causing the damage.
Also you can't have a Die Gouge on a rim as they are
formed before the coin is struck.

Contacts on the incuse devices on the outer rim devices. Note how they are on top of the devices. The devices are incuse, below the fields of the outer ring incuse devices. Damage to this coin.
