I believe the penny is a small date attached a 1960 penny with large date to compare

Need a close look to tell for sure. The small dates from Philly are harder to find. On the Denver ones, the Large/small dates are 50% of each. So there is no premium for the Denver ones. But the sure sign to tell the difference?

I agree with @coop & @nss-52 the D is small date the P is large date. Another Way to tell if you can't zoom in enough to see @coops pic, Look for a smaller gap on the 6 from curl to the to top of the 6 and the o is tighter. The 6 and o should be level on the same line for the small date.

The Denver cent is a small date, the Philly cent is a large date.
By looking at the 6 on a large date, you can see that the top end of the 6 extends over to the vertical edge.
On a small date the top of the 6 stops at the middle on the 6.
