Struck through error, Struck Through Grease resulting in weak punch, or a weak punch because the die wasn't high enough while it punched it didn't have the extra space between punches to provide a strong punch. It's more than likely a Struck Through Grease error

Hard to see the whole coin, but it looks like grease meditated radial smear.

There may be a struck-through-grease issue. I'm also seeing Die Deterioration which can contribute to the look of the features shown.

This forum is for learning, as I learn I read what proper terms mean so when I talk to others I can understand them and carry on a good conversation. when I read terms like "Meditated Radial Smear'" or "Struck through error", I get really confused, that is how misinformation hurts people. Someone may use that term for selling coins as errors when it is not an error.

Also coins are struck not punch. I do not mean to hurt someones feelings but again we are all trying to learn proper terms.

interesting coin, don't think I've seen similar from the 1980s, I'd guess a combo of grease and Die Deterioration
