I mail coins mainly to the US as a hobby for trade. These are just low value Australian coins in standard economy mail and worked like a treat for the past few years.

This week, this is the first time I've seen a mail come back and says that it couldn't be delivered due to electronic advance data (EAD) requirement. I guess it requires an electronic custom form but this is only applicable for parcles which drives up postage fees...

Have you had this experience and what other alternatives are there?

I don't anything about shipping overseas but in short the http reads:
Advance Electronic Data (AED) refers to electronic messages with information about the shipper, the recipient, and the contents of a cross-border postal package. AED helps U.S. Customs and Border Protection (CBP) identify packages from foreign posts that may contain opioids and other illicit goods.

Maybe it's just another way for the government to get more money for their postage and their services because they have to hire more people because of these crimes and the poor good guy ends up paying in the end

As old-fashioned letters decline and parcel delivery becomes their primary business, more and more of your "letters" will get treated like small parcels.

Would a CN22 or CN23 form suffice or it must be sent as a parcel? Difference in price is 3.50 versus 20...

When I sent coins to the US they had to be via parcel, I had to describe them as gaming tokens. I have not tested it but I believe that Australia Post will not carry anything described as a coin, collectible coin. antique coin etc. (yet RAM seems to have no drama). From memory they cost about $20 per parcel, and about the same to Canada. (Don't quote me)
