Post Mint damage, probably caused by heat, but I can neither confirm nor deny that is the case.

 to the forum! That's a very odd-looking dime, but unfortunately is post-mint damage. There is nothing in the minting process which could have caused that. It's really hard to say what caused it; as others mentioned, it could be from extreme heat, as with a blow torch.

 to the CCF That poor dime did not leave the mint that way. It is not an 'extreme error' but rather an extreme damaged coin.

I agree with all of the above. Heat damage. Next step is to spend it, as it has no numismatic value, sorry.
