Not an expert but that is PMD all the way to the bank and get a new cent. Looks like some one took it to a bench grinder to me

Whatever caused it, it could not have happened during the striking of the coin so by default it is PMD

I looked closely at the pictures and you have found a coin with .... creative PSD.

Rather aggressive post-strike damage. Very likely intentional. We see similar damage every few weeks on this forum--cents, nickels, quarters, etc..

How is the raised dot or circle in the center also the closest thing to compare it with is these and as you can tell wear the wear is at or damage is at its more of a steel color And so I stand to say that the clad is still evenly spread across the whole penny so this has to be some sort of an error... I even tried to mimic the grinding and to no preval on copper or zinc so please look outside the box and really consider my reasoning thank you

I know you really want it to be an error but it is just damaged There are a lot of pros here, some have been collecting their whole life. when they give their opinion, l take it as true. If you like your coin then keep it, log it as damage and enjoy it.

PMD. Sanded/Grinded coin exposing the zinc layer (steel looking area you mention).

GoRellaC, the first damaged cent you posted is a '82 or before LMC so there is no zinc core / copper plating. That's why it does not exhibit a "steel" color around the edges. As for the "raised dot or circle", it appears that the coin metal has been pushed by a blow with a blunt instrument.
Inordinately fascinated by bits of metal with strange markings and figures

OPs coin is a copper coin that was sanded down, so this is damage. the second coin presented by another person is a zinc cent - hence the 'steel color' - but is also sanded down and damaged.

Don't have to take a close look at it . 100% sanded down, also the second coin as stated above is plated. You can't compare a plated with a copper cent.
