Looks like tape residue. The doubling I think is MD.

Dont think its tape all surface in square line is lower . Bright lower then darker around , and you can see bubble some place . Lamination ?

The 1941 is MD.
However I have concerns with his ear area. Looks like it's split. Unknown of damage or not.

A long soak in 100% acetone might (might...) reduce the residue--if it's residue. Give it a try, won't harm the coin.

I'm in the tape residue camp, give it a soak in acetone, it won't do any damage to the coin, but if tape residue it will remove it.

Hopefully if the poster comes back I'd like to see if he or she will soak it.

Goo-gone would also work if you don't want acetone. It looks like someone had taped the coins to a sheet or cardboard.
