The pics don't do it justice but on the reverse the background is very fine thin scratchy looking yet all the letters and monument don't?

Those might be die scratches, but honestly they look more like actual scratches on the surface of this coin.

From 1982 onward, the Lincoln cents were plated with a very thin layer of copper. the core is zinc, and there cannot be a lamination issue with these.
what I see looks like a stain of some sort.

There are a few stain spots but the surface of the coin is very thin scratchy little lines going every which way, I couldn't get a good enough pic

Can't be a lamination, agree with John 1,
it is an abraided die, some mint worker did a poor job of polishing it.

But on plated coins, the foil from another coin maybe struck onto another coin when another planchet is broken, leaving the foil struck on the coin:
