Hi friends! Appreciate any input regarding this coin . I swear the mint mark is upside down? Apologize - having a hard time getting the pics < 300kb.

It's not possible that the punch was upside down, but it may have been tilted so that the top of the D is deeper and wider than a normal flat punched mint mark. They were still hand punching mint marks in 1989, so depth, location, tilt and other factors are sort of random. The mint stopped hand punching them on business dies in 1991.

Yes the punch could have been slightly off-perpendicular when the mintmark was added to the die. It could also be a bit of uneven circulation flattening.

While there is RPM for that year/mint, the location is not correct for that die number:

But your coin maybe showing circulation flattening. That will widen the devices.
