I have a 1973 d mint penny that was struck heads and tails on the front bit the back was struck normal.

That's glue residue.
We see a few every week.
"Dipping" is not considered cleaning...

Someone glued two coins together and what you have is the glue residue remaining on the obverse of your coin.

It's just damage and value is 1 cent.

For fun, give the coin a long soak in 100% acetone. Chances are good that the acetone will remove or greatly reduce the 'blob-like' feature.

Just an altered coin. Not a premium. What you are seeing is glue that at one time fastened two coins together. Now the glue residue is remaining on the your coin. Just a face value coin.
